On this date, the Court considered Defendants' third motion to dismiss (Docket No. 20). Plaintiff did not file a response, so the Court will evaluate the motion based on the allegations contained in Plaintiffs Rule 7 reply, which was filed on April 30, 2007. For the reasons discussed below, the motion is GRANTED. Plaintiffs section 1983, 1985, and 1986 claims are DISMISSED....
