BARBERA, J.

Louis E. Randall, Jr., appellant, is an adult suffering from schizophrenia. He lives with his mother, Winona Randall. In May 2001, Ms. Randall called the Prince George's County Police Department and asked that police to come to her house and assist in transporting appellant to the hospital. The police responded to the house and tried to convince appellant to come outside. After a five-hour barricade, members of the Emergency Services Team entered the house...
