Petitioner Kennedy McDonnell commenced this proceeding pursuant to article 78 of the Civil Practice Law and Rules requesting a judgment annulling and vacating the determination by respondent Patricia Lancaster as Commissioner of the New York City Department of Buildings (DOB), which terminated petitioner's employment as a plumbing inspector, and restoring to petitioner all back pay, benefits, service time, vacation...
