This appeal requires us to decide when a judgment of dismissal "becomes final" for purposes of section 16.064 of the Civil Practice and Remedies Code. We will conclude that such a judgment becomes final for purposes of this statute when it disposes of all issues and parties in the case and the court's power to alter the judgment has ended.
