Pro se petitioner Luis Torres petitions this Court for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. Torres pled guilty to attempted reckless endangerment in the first degree in violation of New York Penal Law §§ 110.00 and 120.25.
