I. INTRODUCTION

Alaska Statute 33.30.081(b) and 22 Alaska Administrative Code (AAC) 05.585(a) require the State of Alaska to transport a released prisoner to the "place of arrest." Merle Wilson argues that, because he was arrested at his home, the statute and regulation required the state to return him to his home on Columbia Cove, 3.5 miles by footpath or skiff from Tenakee...
