Robert Rohrbaugh appeals from the January 23, 2006, order of the Court of Common Pleas of York County (trial court), which denied Rohrbaugh's request to transfer the case file of this forfeiture proceeding to the Office of the Prothonotary of York County and to refer the matter to arbitration pursuant to the Pennsylvania Rules of Civil Procedure and the York County Rules of Civil Procedure.
