Berger & Montague, P.C. (Berger) appeals from an order of the Court of Common Pleas of Philadelphia (trial court) which granted the motion to quash Berger's appeal filed by Ceebraid-Signal Corporation, Ceebraid-Signal Acquisition Corporation and CSC Locust Club, L.P., (Ceebraid) from a decision of the Philadelphia Historical Commission (Commission) due to its untimeliness.
