These consolidated appeals involve the suspension of plaintiff John Kenneth Bennett, a city of Detroit police officer, and his complaint against the city of Detroit, Chief of Police Jerry Oliver (Chief Oliver), and the Mayor of the city of Detroit, Kwame Kilpatrick (Mayor Kilpatrick).
