("Freedom"), a government contractor that assembled combat rations known as "Meals, Ready to Eat" ("MREs"), sued defendant the United States of America ("the Government"), alleging that the Government violated procurement laws and regulations when it awarded a contract for the assembly of MREs to Cinpac, Inc.
