Plaintiff Benjamin T. Shields ("Shields"), a self-described 1,000 meter sharpshooter, was removed from his civil service position with the United States Department of the Navy ("Navy") for allegedly threatening to kill all of his co-workers with an "AK-47" assault rifle. He subsequently filed this pro se action alleging, among other things, that the Navy fabricated the threat allegation as retaliation...
