¶ 1 Lake Washington Rowing Club obtained permits from the Department of Natural Resources (DNR), the City of Seattle, (City) and the Army Corps of Engineers (ACE) to install a ramp and floating dock in Waterway 23 at the north end of Lake Union. Northlake Marine Works, Inc., operates a marina on property adjacent to Waterway 23. Northlake filed a state court challenge to DNR's and the City's statutory authority under state law to issue the permits...
