I. Introduction

Plaintiff Rosalyn Hoffman (Mrs. Hoffman) filed this § 1983 action against Defendant Borough of Avalon (Avalon or Borough), alleging that Avalon is liable for the death of her husband, Richard Hoffman (Mr. Hoffman).
