The Plaintiffs allege a scheme by City of Chicago ("City") officials to close Aida Food and Liquor and replace it with a retailer such as CVS or Walgreens. Plaintiffs filed a claim under 42 U.S.C. § 1983, alleging that various departments of the City wrongfully inspected Aida Food and Liquor multiple times, interfered with the store's liquor license, and refused to sell the vacant lot next to the business to plaintiff Eassa Fakhoury.
