¶ 1 Stephanie Lewis sued Whatcom County for negligent investigation. She asserted that the county sheriff's department failed to investigate allegations that she was being abused by her uncle and, as a result, he continued to abuse her. The trial court granted summary judgment, adopting the County's argument that it owed her no duty to investigate because the abuse allegations were not against her parent or guardian.
