Terry Ramey d/b/a Ramey Wrecker Service ("plaintiff") appeals from order entered denying his motion for summary judgment and granting summary judgment in favor of The Honorable Michael F. Easley, the Department of Crime Control and Public Safety ("DCCPS"), the North Carolina Highway Patrol ("Highway Patrol"), and John Does 1-4 (collectively, "defendants"). We affirm.
