The Commissioner of Juvenile Justice (commissioner) appeals the district court's denial of the Kansas Juvenile Justice Authority's (JJA) motion to modify the sentence of D.T.J., a juvenile offender placed in the commissioner's custody pursuant to K.S.A. 38-1663 and K.S.A. 38-1664.
