I. INTRODUCTION

This appeal arises out of a dispute over whether the sponsors of an initiative petition secured sufficient signatures to allow the initiative to be placed on the August 2006 ballot. The initiative is sponsored by a group called Responsible Cruising in Alaska (RCA) and is aimed at imposing additional taxes and a number of new operational and regulatory requirements on the cruise ship industry...
