Kenneth Parr appeals from the district court's denial of habeas relief and he also requests a certificate of appealability ("COA") from this court. Parr was convicted and sentenced to death for the 1998 murder of Linda Malek. Parr petitioned for federal habeas relief challenging his conviction and sentence. The district court denied Parr's request for habeas relief, but granted a COA on seventeen issues.
