HARDESTY, J.

In this opinion, we determine whether a surety has an equitable right to intervene at an administrative bond forfeiture hearing on behalf of an absent principal. Because the hearing officer may dispose of the controversy without receiving evidence contesting the principal's liability, we adopt the doctrine of legal subrogation and conclude that a surety is equitably entitled to intervene...
