Before the Court is plaintiff Luis E. Parrilla-Tirado's second petition pursuant to 28 U.S.C. § 2255 requesting relief from his judgment of conviction. The petitioner concedes that under the Antiterrorism and Effective Death Penalty Act, his petition is time barred.
