Petitioner Zhao Jin Lin, a native and citizen of the People's Republic of China ("China"), petitions this Court for review of a December 23, 2002 order of the Board of Immigration Appeals ("BIA") affirming, without an opinion, a September 10, 1998 decision by an immigration judge ("IJ") that denied petitioner's application for asylum and for withholding of removal.
