The town of Bellingham (town) appeals from a judgment of the Superior Court requiring the town to implement a scheduling change for fire fighters represented by the International Association of Firefighters (union). The scheduling change was awarded by the Joint Labor-Management Committee ("JLMC" or "committee"), which was established by emergency legislation to "provide an impasse procedure conducive to the peaceful resolution of collective bargaining...
