In 1979, when petitioner was 18 years old, he was involved in an incident that resulted in the death of two people. He subsequently pleaded guilty to murder in the second degree and was sentenced to 15 years to life in prison. In November 2003, after 25 years of incarceration, petitioner made his sixth appearance for release on parole.
