The Edwards Aquifer Authority ("EAA") determined that the application for an initial regular permit filed by Peavy Ranch was untimely and denied the permit on that basis. Peavy Ranch filed a petition for review seeking to reverse EAA's order asserting that due process of law required individualized notice to Peavy Ranch.
