Petitioner-appellant Pierre Philippe Tchuinga seeks review of the decision by the Board of Immigration Appeals ("BIA") to deny his motion to reopen or remand removal proceedings so that he may apply for adjustment of status.1 We hold that the BIA did not abuse its discretion in denying Tchuinga's motion.
