On July 1, 2003 the plaintiff Keno Harris was arrested on a Brooklyn street by Police Officer Dion Edwards. The plaintiff claims that he was arrested as well as assaulted by Officer Edwards because he refused to stop videotaping other police officers who were beating another citizen.
