This petition arises out of a dispute over the termination of parental rights of a biological mother as to her youngest child. The family court found the grounds were met for terminating the mother's parental rights and that doing so was in the best interests of the child. The Court of Appeals reversed, upholding one ground for termination but finding the best interests of the child would be served by preserving the biological mother's parental rights...
