This case arises from an incident in which defendant Joshua Tibbetts, a deputy sheriff with the Penobscot County Sheriff's Department, issued plaintiff Barry Higgins a no-trespass warning and ordered him to leave the T & N Trailer Park in Carmel, Maine.
