On behalf of herself, her husband, and their conjugal partnership, Dr. Nereida Feliciano-Hill, a psychiatrist formerly employed by the Department of Veterans Affairs (the department), brought suit in the district court, alleging that the department had failed to accommodate her disability, as required by the Rehabilitation Act, 29 U.S.C. §§ 701, 794 (1999).
