¶ 1 The issue before us concerns the constitutionality of the Oklahoma Municipal Employee Collective Bargaining Act (hereinafter the Act).1 We hold that the Act is a general law of state-wide concern that contains a proper and legitimate classification of municipalities with a population greater than 35,000.
