{¶ 1} Appellant, Lincoln Electric Company, appeals from a decision of the Tenth District Court of Appeals that ordered appellee Industrial Commission of Ohio to vacate its determination that Lincoln had not committed a violation of a specific safety requirement ("VSSR").
