In this case, we decide whether a telecommunications company or the county government must bear utility relocation costs necessitated by county road construction. The Harris County Toll Road Authority and Harris County (collectively "Harris County") contend the trial court erred in granting summary judgment for Southwestern Bell Telephone, L.P. d/b/a SBC Texas ("SBC") and in ordering Harris County to pay SBC's relocation costs...
