Susan Hyde and her minor daughter, Hilary Mason, appeal the circuit court's judgment upholding the Department of Mental Health's order to deny their request for attorney fees under Section 536.087.1, RSMo 2000. Although this case is an appeal from the circuit court's judgment, we review the department's decision rather than the circuit court's judgment.
