The State Lottery Commission appeals the circuit court's judgment ordering it to pay $100,000 to Paul E. Barnett, holder of a winning Powerball lottery ticket. The commission refused to pay Barnett for the ticket because he did not present it within a 180-day deadline that the commission contends was in effect and was declared on the ticket's backside.
