¶ 1 Michael Lawrence, a physician, appeals the Medical Quality Assurance Commission's summary dismissal of unprofessional conduct charges against him. He argues that the Commission acted arbitrarily and capriciously in excess of its authority and denied him due process when it refused to conduct a hearing, dismissed the charges without prejudice, and failed to accord him a public exoneration.
