The issue to be briefed and argued is limited to the following: Was petitioner's civil commitment under Welfare and Institutions Code § 1800 unconstitutional because the petition did not allege, and the trial court did not specifically find, that there was "a serious and well-founded risk" that petitioner would reoffend if not committed?
