The issues to be briefed and argued are limited to the following: Can the trial court security fee mandated by Penal Code § 1465.8 be imposed retroactively — i.e., on a defendant who committed his or her crime before the effective date of the statute without violating the state and federal constitutional prohibitions against ex post facto laws?
