Lateea Toston, the curatrix of Syvella Toston, appeals a judgment denying her demand for the Louisiana Department of Transportation and Development ("DOTD")'s excess insurer, National Union Fire Insurance Company of Louisiana ("National Union"), to pay prejudgment interest on DOTD's self-retained limit of liability. We affirm.
