In the Circuit Court for Baltimore City, relatives of the deceased Tristin Little, Sr. ("Little"), the appellants, sued the Mayor and City Council of Baltimore ("City") and the Baltimore City Police Department ("BCPD"), the appellees, for indemnification. Their claims arose out of the shooting death of Little by former BCPD Officer Rodney Price. Price pleaded guilty to first-degree murder of Little and use of a handgun in the commission of a crime...
