Raymond Twine, appellant, was convicted of failing to register as a sexually violent offender by failing to provide notice of change of address to the Department of Public Safety and Correctional Services in violation of Md.Code (2001, 2005 Cum. Supp.), § 11-721 of the Criminal Procedure Article.1 We must decide whether Maryland's statutory sex-offender registration scheme, § 11-701 et seq., permits conviction...
