Appellant-plaintiff State of Indiana ex rel. Willard Library (Willard) appeals from the trial court's order granting appellant-defendant Evansville-Vanderburgh Public Library's (EVPL) motion to dismiss Willard's complaint. In particular, Willard argues that the trial court erred in interpreting Indiana Code section 36-12-7-8 to mean that EVPL has the authority to calculate the amount of tax necessary to support Willard's budget.
