John Anthony Gruff (Gruff) petitions, pro se, nunc pro tunc for review of three decisions of the Department of State (Department), Secretary of the Commonwealth (Secretary) dated November 9, 2005, which found in all three decisions that Gruff's financing statements were fraudulently filed, in that no rational basis existed under 13 Pa.C.S. § 9509 of the Uniform Commercial Code (UCC) which would entitle him to file the financing...
