We granted allowance of appeal in this case to review the Superior Court's determination that a state agency may file a petition to terminate parental rights prior to the issuance of a court order changing the goal of a child's permanency plan from reunification to adoption. We conclude that a court-ordered goal change is not a condition precedent to the filing of a petition to terminate parental rights, and accordingly, affirm...
