Appellant, Brian Warner, a minor by his parent and natural guardian Keith Warner (hereinafter referred to as "Warner"), appeals from an order of the Philadelphia County Court of Common Pleas (trial court) granting summary judgment in favor of World Communication Charter School (WCCS), and dismissing Warner's negligence claims against WCCS. The issue before this Court is whether the Charter School Law (CSL)1
