The single question presented by this appeal is whether the Pennsylvania Workers' Compensation Act (Act)1 applies to an injury incurred by a claimant working on a ship in dry dock even though that injury also falls within the coverage of the Longshore and Harbor Workers' Compensation Act (LHWCA), 33 U.S.C. §§901-950 (2000).
