The defendant, Lynn Housing Authority (LHA), appeals from a grant of summary judgment in the Housing Court in favor of the plaintiff, Pamela Carter, reversing the LHA's termination of Carter's section 8 rent subsidy assistance payments.1 We agree with the defendant and reverse.
