[¶ 1] Intervenor Mary Adams appeals from the judgment of the Superior Court (Kennebec County, Marden, J.), vacating a decision of the Secretary of State in which the Secretary concluded that a citizen initiative petition known as the "Taxpayer's Bill of Rights" is supported by the timely filing of a sufficient number of valid signatures.
