This appeal requires us to consider the constitutionality of Maryland's restitution statute, formerly codified at Maryland Code (1957, 1996 Repl.Vol., 2000 Supp.), Article 27, § 807.1 Appellant, Michael Juliano, contends that the statute eliminates the requirement that the State prove the victim's entitlement to restitution.
