Pinto, while on a leave of absence from his position as a Corrections Officer 1(CO) to serve a term as Vice President of the Pennsylvania State Corrections Officers Association (Association),1 to which he was elected by the membership, was subject to the political activity prohibition of the Civil Service Act, 71 P.S...
